Job Function: Oversee the educational component of the Head Start/Early Head Start Program directly operated by the agency insuring that all programs adhere to Head Start Performance Standards that result in high quality educational programming.

Specific Job Duties:
- Provide administrative oversight and coordination of educational activities including planning, coordinating, development and implementation of service delivery.
- Research, develop, and monitor grants that result in quality enhancement of program services.
- Develop and review education service plan, policies and procedures for operational relevance and compliance with federal performance standards, state and local statutes and regulations.
- Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and other related activities.
- Provide for monthly assessment of all directly-operated programs.
- Oversee and monitor the evaluation of Early Head Start and Head Start children utilizing the appropriate instrument that is selected for use.
- Be responsible for the overall Training and Technical Assistance Plan meeting with all components and parents in its development. Schedule appropriate consultations as needed.
- Coordinate orientation for substitutes and volunteers before utilizing them in directly-operated programs.
- Provide orientation to new Early Head Start and Head Start staff in directly- operated programs.
- Supervise and work with Center/Site Directors and the Education Team to ensure consistency of services through the program.
- Review inventories and program supply requests to provide needed materials and resources in the educational program.
- Coordinate with other components in the planning, set-up, and implementation of new directly operated sites.
- Responsible for providing ongoing information and updates on educational services to select governing bodies.
- Provide reports regarding child outcomes in educational programs and implementation of program improvement plan as a result of outcomes.
- Collaborate with educational staff, state agencies, and institutions of higher learning to assist staff in successful implementation of their Professional Development Plan.
- Provide technical assistance to staff on an on-going basis.
- Attend required in-service meetings.
- Actively participate in the planning of agency events, such as Kidfest and other activities sponsored by EEC. Attendance is required at these events.
- Responsible for gathering resources that will support contractual match requirements for EEC’s funding sources.
- Abide by the policies and procedures set forth by the Board of Directors.
Limits of Authority:
Act under the supervision of the EHS/HS Director and assume any duties and responsibilities as delegated. Supervise staff as required.
Education & Experience:
Master’s degree in early childhood education or related field preferred. Bachelor’s degree in early childhood education, child development or related field accepted.
Extensive experience working in an early childhood environment accepted.
Must be willing to obtain Center Director credential with six months of hire.
At least two (2) years experience working in an early childhood preschool program and one (1) year supervisory experience in an early childhood setting preferred.
Knowledge, Skills, & Abilities:
Demonstrated ability to plan, organize, coordinate services, communicate effectively and enjoy working with children.
Must be able to read, write and communicate effectively in English.
Ability to work with children and families from different socio-economic backgrounds.
Work Environment, Physical and Mental Abilities:
Must submit current physical exam and TB tine screener or test (if needed) on 1st day of employment; re-screens will be required periodically.
